"Everyone" is not halting their future nuclear plants. Most, not all, are suspending them. There is a big difference. I think it is a very reasonable thing to do. There are quite likely some improvements in store for most of them. Having said that, the nuke plant they showed today in the States has THREE back up cooling / power sources. At this point, from what little I have read, it looks like the Japenese weren't very "safe thinking" when they designed / built this plant.
