It is my understanding the the mineral royalties in Quebec were a part of the last years budget so how is this new news. And you can only pay royalties on diamonds you actually mine. And if  Stornoway becomes a mine and has to pay royalties it is my guess current shareholders will be very happy with the share price of a multi billion dollar diamond mine at the end of a road. They don't call Quebec one of the best mining jurisdictions in the world for nothing. So lets not be greedy, there is plenty of profit margin for everyone in my opinion, especially with the road.

Do your own due diligence, in this case it is more than worth it.
