The true reason for the halt when it comes to value changing news is because big news has a tendency to leak out. There are lots of people who will know even before management ie. acme lab employees. Once they finish the resource report and send it off to management it would be very easy for them to call their friends/family to tip them off. Yes it's illegal but hard to prove and therefore the risk is often worth the reward.
To combat this, Management has the option to request a halt in trading so no one can buy. After which they release the news for everyone to look over then after a while they will re-open the stock to trading. Usually this will allow the buys and asks to set the value of the stock. It works very good for the longs because they aren't selling but for the traders it sucks if they just sold out the day or hour before the halt happens. 
Usually value changing news can be good or bad is very big for instance; new resource report, positive feasibility, very positive drill program, acquisitions, bankruptcy, etc.
In our case, imo it will be very good. We know that they are adding all the drilling that has happened since the last quarter of 2006 until now which is huge. In addition they have resampled old cores, metal values of increased and have a higher grade starter pit. If you want to own CUU until feasibility you want to be in before this report is issued. Buy very soon and hold.
