I'm wondering if they are holding up any NR until they have the casing in place. 2-4 weeks is probably too early for test results and TD should have already been reached, so by waiting for casing there won't be anymore well problems.

If they do set casing, it will mean they had enough indication of hydrocarbons below the 63m oil column to warrent the cost of the casing. Logging and testing are going to be in a cased hole rather than before casing just because of the potential problems in the wellbore.
