The half life is indeed bad, but whats really bad about plut 240, 241(plutonium), is that its uptake is almost 100%, and you don't expell it like other isotopes. It is a bone seeking one, that irradiates you internally...near the bone marrow, for the rest of your life.
Now this is bad, but manageable. People will not be exposed to plut for very long...without sheite hitting the fan. The levels had better be low, because the fatal dose of plutonium is very small. Think curie and radium....the husband and wife both died from exposure to radium. However inside that plant the plut will be extremely bad for workers...hindering the whole mothball project.
You can only get plut release from failed fuel bundles.
At least iodine 131 can be treated by iodine pills, to load the thyroid and prevent the bad stuff from filling it...then the dose is marginal, and expelled in the washroom.
I131 seeks thyroid, and plut seeks bones.
No panic yet for tokyo, but is is a messier mess now.
