This heap is decaying away, and through more and more beta decay, it will become cool enough to get back to a solid. Concrete has to be put on the lowest energy fuel first...there is so many to do, that by the time they are done 1 unit the next may be ready, or cool enough.
dry fuel storage is about a 30 year wait normally, from a new defuel.
