Its contract surety bonds, such as performance and labor and material payment bonds, are primarily for the construction industry.

The NR seemed rushed. Sometimes they will rush the NR (it was coming anyway) if they see a drastic change in the SP (so that calmer heads will prevail). They may have seen that dump in Oslo. They may have been stopping a leak. Who knows. None of this may be true.
