Fracking ??

Fracking ??Shortly after the BAPE report was released there was an article in the Montreal Gazette that stated (in part) that 31 holes had been drilled in the Lower St. Lawrence. Of these 31 holes 18 had been fracked and the remaining 13 holes that were drilled still required fracking. The article indicated that there would be no further fracking except for these 13 holes.
Does anybody know who will be allowed to frack those remaining 13 holes? I believe Gastem's plan was to frack a couple more holes before they stopped due to the BAPE hearings.
