PP for insiders?

PP for insiders?One question:

Did somebody here got a call from NAG to partiicpate in the current PP. I'm wondering who will get the shares+warrants. Many wrote here, that they were involved in the last PP but nobody stated, that he bought from this PP? Is it only a PP for "insiders"?!?! Would be a good sign?!?!
