Message to Industry:
The Marine Corps will be taking a collaborative approach with industry in order to produce a protected light combat vehicle and light tactical vehicle capability. Interested partners should look at the Marine Corps amphibious requirements for the HMMWV Survivability Upgrade that will complement the Joint Light Tactical Vehicle program. The Marine Corps would like to see industry focus on the payload/protection/mobility trade-offs, with an eye
towards affordability by designing/proposing solutions that will reduce the operational and support costs over the life cycle and consider such things as commonality, modularity of proposed solutions and interoperability among the light vehicle family. These solutions should take into consideration emerging technologies and provide for growth over the next 15 years. Additionally, the Marine Corps is interested in hearing from industry strategies they would use to lower their procurement costs for their proposed solutions. The Marine Corps is planning both interim and long term strategies for its light vehicle capability. This includes potential upgrades to the HMMWV program. There currently is no Request for Proposal (RFP) under development, and no RFP is available.
Marine Corps Systems Command continues to seek information from potential responsible sources capable of performing HMMWV sustainment and payload/protection/mobility upgrades in support of the light fleet.
OBJECTIVES:
Headquarters Marine Corps Combat Development and Integration (HQMC CD&I) and the Program Manager for Motor Transportation (PM MT) have drafted this Request for Information (RFI) in an effort to gather needed information from potential bidders in support of the Marine Corps High Mobility Multipurpose Wheeled Vehicle (HMMWV) Survivability Improvement Initiative (HSII). This RFI is intended to obtain information from interested and qualified bidders regarding their candidate vehicles, production capabilities, schedule, capacity and rough order of magnitude cost information. Copies of the following documents are attached for reference and to provide current operational performance requirements specific to the Marine Corps HSII program. Copies of the Classified Protection Level Requirements Annex can be obtained by following the instructions below in the responses section.

BACKGROUND:
The HMMWV fleet has evolved during the Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF) conflicts. Changes have occurred in the areas of additional protection kits (Armor/B-kits, FRAG Kits, MCTAGS, etc), crew survivability, safety enhancements, and platform mission equipment requirements. The armored HMMWV fleet has experienced reduced automotive performance and significant increases in Operation and Sustainment (O&S) costs due to the addition of these mission equipment and survivability upgrades. The HMMWV fleet will be required to play a significant part in combat, combat support, and combat service support roles past 2025 as documented in the Marine Corps Tactical Wheeled Vehicle (TWV) Strategy and future force structure plans.
DESCRIPTION OF SYSTEM:
The Marine Corps is considering a HMMWV Recapitalization and Modernization Program which will improve the performance of the current USMC fleet of HMMWVs, currently comprised of A2 and Expanded Capacity Vehicles (ECV), allowing them to be utilized in current and future combat operations. The intent of the program is to use a systems approach to improve crew survivability, retain payload capacity, restore automotive and mobility performance, and improve reliability of the fleet.
In support of this effort, HMMWV capabilities and requirement adjustments are being refocused to improve crew protection while recapturing automotive performance. The USMC intent is to focus on a quantity of at least 3,400 ECV variant HMMWVs.

This Request for Information (RFI) is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If included, please clearly mark such restricted or proprietary data and present it as an addendum to
