I think you mean to say that the rest of the business entities in the world subject to the "new" regulations had their 'people' working on the "new" rules from the moment the "new" rules were published or adopted. "New" rules and regulations usually appear as law several months or even years after being promulgated.

For some unknown reason, EUGS did not feel it important to be prepared when these "new" rules and regulations became law.

Yep, I am sure poor old EUGS was blindsided by those "new" regs and never had an opportunity to be proactive rather than poorly, reactive.
