From a business perspective if you have $100mil in cash, what are you going to do with it?
I doubt we need all of that even to fully develop Bissa.
Your return isn't going to make anything close to 1%, so it makes sense to lend it to a partner at 5%.  I wouldn't mind this practice as long as there is a mutually beneficially relationship and not a parasitic one
