With regards to the Gulf, knowing what I know now, there is no way Wescorp could have mobilized and constructed units quick enough (or at all). However, giving them the benefit of the doubt, I wonder if the Jones Act played any role whatsoever? That door may have been  slammed shut. Not sure. I do recall Rob Power stating recently sea going capabilities have yet to be proven. With the Allied JV they now have a process to achieve certification and move this forward..
