They hold the keys and could be more forthright and timely about the model contract, progress in auctioning mineral tenements, granting permits to further establish commercial exploration activities, importation of necessary equipment, etc.

Suggestion: keep the message concise and polite. If the MRNNR is unresponsive, the Ecuadorian Embassy or Consulate branch of your choice are typically easier to reach (for most) and could be of assitance.
