Its contract surety bonds, such as performance and labor and material payment bonds, are primarily for the construction industry.

What makes you think that they will just start C14 operations at the moment the NR comes out? How do you know they didnt start last week? Recall they announced c16/c15 operations underway March 14, then 8 days later March 22 we have the gas flaring videos.
