Market has decided Overvalued.. no so fastunder valued or over valued i cannot say.
In regards to the 15 million total shares for sale have you looked at how widely spread out they are?
it's not like the 15 million shares are between 1.30-1.40.
The Vast majority are above $3.00 with millions for sale $5.00+ The company actually has very little resistance if it starts moving volume on the uptick. I beleive up to 2.00 the biggest block is at 2.00 which has 488k for sale. in between is anywhere from 1000 shares to 340k shares... When this companies volume is 10+ million that can be chewed through quick on good news.
