Its contract surety bonds, such as performance and labor and material payment bonds, are primarily for the construction industry.

Being a technical trader usually I see

nothing wrong so far. Look at the markets and sells everywhere. If they do bring this down, and I believe they are, then they can buy up a lot easier if, and when, we get good news. All we are here for is the news.
