Their exists a first rule of thumb amateur investors fail to consider, and most are amateur investors at the retail level holding penny stocks. But the first rule of the game is to keep your eye on the money coming in and the money going out, the driving force behind the movement of money affecting your money.
The logic that  "40,000+ meters and an updated PEA can make the .45c 7M ppl moot" is not logic but an abandonment of the fist rule of thumb ruling penny stocks.
40,000+ meters and updated PEA can and should drive a penny stock. 
A 45c 7M pp coming open to the market will grind on any stock sitting at the .68 cent level as where PDG sits until whatever fallout forthcoming has been assimilated into the market stratum.
When the driving factor in any penny stock which is the funding intricately associated from directly within gives the signal to investors it has settled for the long haul,  the 40,000+ meters and updated PEA to come can and then should take precedence as the leading going concern.

I am going to wait until the dust settles sometime around August on this one.
