I have a number of websites (no, not stock related, no advertising for me here :) ) That I have blocked all IP ranges from those countries simply because of the spam I get on classified ads and bulletin boards. 95% of the spam I get comes from there. To bad there are so many freaking IP blocks dedicated to that local...it'll take a lifetime to catch them call and block them :(
