I'm not CF, however, I thought I'd chime in here. 
The way I interpret the NR, 
-they are basically canning the current drillers for another proven drill team(drilled SNM's 3000ish well in 90 days) for Mil Qasim
-the testing issue should be resolved, and hopefully initial test results soon
