I look at it, instead from the glass is half full perspective. Glencore is huge and they are hungry for copper and resources. They were willing to pay good money for this.
So if as you say they made the deal before the elections, it still shows that they were not worried about who would be in power (it was a close call for most of the run up to the election). Also since they still have to vote for the deal, they could still back out of it and there are no signs of that.
Now they still have plenty of money, and the Chinese group may now be looking elsewhere to compensate for the sale (they still need copper).
