CDO has a portfolio of properties, no real employees or infrastructure, and no significant cash.
Given those things, there is not much that they can do that doesn't require at least one of two things.
1. they can raise money at ruinous amounts of dilution, given the low price and the likely fact the they can most easily raise money only from the toxic Vampire called Mineral Fields, which is simultaneously responsible for funding and keeping the share price low for many small mining exploration companies.
2. they can do deals that reduce their land holdings and at least give their shareholders some upside potential if some of their JV partners actually find something commercial on CDO property.
If you read through their SEDAR filings you see that CDO has already tried these two tactics and have repeatedly failed. Presumably current Management are exhausted and have given up.
Any new Management will have the same two choices, but with the right people, with the right expertise, and the right connections, they can be successful IF (big IF) the minerals underground are there and the Company (and/or their partners) can demonstrate that with a lot better evidence than an assayed grab sample.
