That Canadian warrants site does use the Black-Scholes methodology, but do be a bit careful as Black-Scholes equations is just for pricing options (or in this case warrants), and it doesn't involve the subjective categorizations of  "fair value, bargain, etc." nor of course the risks associated with underlying securities, in this case junior mining stocks which tend to vary wildly in price compared to your typical blue-chip which had an options market associated with it.  Sometimes the valuations on that site are wildly wrong.

I do really like the Canadian warrants site though - a very convenient list of all the warrants out there.  As for the running the book on the bargains theory, huh that's an interesting idea - I seriously doubt that's what the guy's doing in reality, but I think that'd be a perfectly legal way to actually game the illiqudity of the warrants market (in general, mind you - the high volume on the SSL warrants is great to see!)
