Why even halt ROI?

Why even halt ROI?I'm no Flubber, but why halt ROI shares when big news comes out? No reaction anyways. I am long and strong ROI, but I am frustrated on the lack of movement. Insider buying has been evident over the past couple weeks, I hope that is an indicator on things to come.
