Obviously you are here because you have an agenda. You report numbers to support your argument and leave out ones that are inconvinient to your point of view.
You clearly don't understand Choco and the expansion. The company never promised to increase production significantly right away. They've been pusing to get the final feasibility study done and should have a final report soon. The significant expansion of Choco would take 3 years to implement (similar to what it takes to bring a new mine in production.
Incredible 6 will come into production soon. The major obstacle to bringing that on-line is getting the hauling in place. As per news release, the company (Vittoria) is currently working on the logistics with townships in the area, and once that is done - the agreement will be finalized and Incredible 6 will come into production.
While the significant expansion of Choco is still a few years away - there is room to up production there - with the excess capacity of this new hauling project. So Choco production will likely increase - when that comes into play.
WRT to the financing of a significant expansion at Choco - if a company has a good business plan and proven to be able to mine in venezuela - someone will back the project.
Just try picking up the phone once in a while ... there are people that will address your concerns.
