New to Cline - Please update

New to Cline - Please updateNew to the operational developments of Cline.
After reading the posts, am I interpreting things correct, that TD once had a price target of $3.50 and now has a revised target of $1.40 to $1.60 if Cline has to return to the capital markets to get cashed up before production??
Can anyone provide brief review/update.
