RE: frostfellBrokerage firms can 'borrow' shares to short, from any margin or cash account on its books, it does not matter.  If the shares they borrow are sold by the original owner, then its up to the brokerage firm to replace them. (unless the shares are bought and sold within the firm then its does not matter).
