The investment seeks to track the investment results (before fees and expenses) of the DBIQ Emerging Market USD Liquid Balanced Index (the underlying index). The fund generally will invest at least 80% of its total assets in U.S. dollar-denominated government bonds from emerging market countries that comprise the underlying index. The underlying index measures potential returns of a theoretical portfolio of liquid emerging market U.S. dollar-denominated government bonds.

How'd you connect that to Newfoundland - the East Coast Island

Personally I think Newfoundland and Labrador should split from Canada to become independent, like Quebec is always threatening to do - keep all the Oil and Minerals for themselves, to sell to China and others as they see fit.

That way, there would be no dividends to split with the 40 million people in Canada, just the 500,000 in the new Independent :-)
