I don't follow the company but from a quick look they currently have about $25 - $30M in cash (includes the cash made on 5M dnt shares). They seem to have one major project only (all eggs in one basket - can be dangerous). So they may have acquisitions plans or expansion plans and $25M may not be a whole lot of money after all. So giving out a small dividend does not necessarily mean that they have no need for extra money. As a producer they need to keep growing and that can cost money.
