I called my broker about this. I was told that I cannot direct my orders to a specific exchange. Also, I was told that, everything being equal, orders usually go to the exchange with the higher volume of orders at that price. When I mentioned that my experience was different, he did say that stocks under a dollar are more often directed to Alpha.
