As Specboy says, look at the situation now in Venezuela. Don't you think Humala can see that and figure out that if he really wants to help his country he needs the growth that Peru has seen over the past decade. What he really needs to do is stop some corruption and make sure that money is distributed where it is needed.

Not sure how it worked in Venezuela, but in Peru Humala will still need some support from the senate to pass certain things, so he doesn't exactly have 'carte blanche'.
