Why offer shares at 25 cents

Why offer shares at 25 centsGiven the fact the price was firming in the 27 to 28 cent range why offer them at 25 cents? What is the objective of doing this??? They are adding drilling rigs, management is buying additional shares, and gold is moving up in price. I have several  explainations for possible reasons but the only one that makes sence is someone does not want to see the shares run yet... We should be starting a run to the mid 30 price range at this point in time....
Well I guess we wait. Other reasons might be a margin call forcing someone to liquidate today given the last few days stock market prices .  But offering below 27 cents is questionable
