FNR has increased there holdings in TIC to 457,000 from 276,000 shares in the last few month's. To me this is as good as seeing insider buying. 

 

In contrast to the testing and pilot demonstration phase, which generated numerous reportable events, results and milestones, the pre-commercialization phase is characterized by confidential negotiations and analyses that generate fewer reportable events. Progress toward ultimate commercialization is thus typified less by reportable milestones than by the Company’s continued public disclosure acknowledging ongoing negotiations and analyses between the Company and the oil sands operators

To me the silence is golden. Lots of advertising lately on stockhouse which shows me they wan't to keep the share price as high as they can without saying anything before the big announcement is made. I truly think it's coming soon.
