IOC's railway, the QNSL, is a common carrier because it crosses from Quebec into Labrador. Therefore, it is obligated by law to offer a reasonable amount of capacity to other companies. It looks like there's plenty of extra capacity on the railway, at least for this resources cycle. Alderon's guaranteed rail service.

Rio Tinto and Cliffs are both potential suitors for ADV. Hopefully, Altius, which has exploration alliances with both companies, can broker a good deal. Preferably after ADV goes into production and its market cap is in the multi-billions.
