Unlike Venezuela, Mexico is a partner in NAFTA, so there would be huge repercussions in other sectors if they did that.  The Mexican mining industry is thriving due to the current foreign investment laws.  They would not kill the goose that laid the golden egg. They still need Canadian exploration expertise and financing to create new mines, new jobs and new wealth.
