Your thoughts that fear of a double dip will keep companies from making moves?  Well I would suggest that this is true for companies without vision.   Some of the largest  (and most successful) companies were made based upon courageous actions during times of great uncertainty. (ie: world wars, market crashes etc)
If you want to research ArcelorMittal.  Check their acquisitions during the Asian market crash of '97-99.   I think Lakshmi Mittal is ranked 6th on Forbes richest Billionaires.  
Teck would be foolish to pass this up.  Will they?  perhaps, but I give more credit to their mgmt than this.
