And you are wrong.  The law is not passed.  Chavez made the degree, it has to go through the Senate and then once it's published in the Gazette it becomes law.  Why would a news release come right away if it's still not officially law?

And if entails additional good news ... why would they announce anything until a deal is finalized.  If you were a company operating in the US ... would you announce a merger before terms of an agreement were finalized?  I don't think so.
