The CFO may just not be willing to go through the work to rebuild and may well be at odds with other keys player about which direction to take.    He has been through a scenario with some similarity to this one in his last job and based on that outcome, may not be the best person to lead the charge. 

People, including CFO's change jobs all the time.   You want the management team to be working together to rebuild and maybe that requires someone new to step up.
