The current value of the common and prefered shares is 417MM$. Add debt of 1.2B$ and 37MM$ debentures and you get a net company value of just under 1.7B$, so if your statement is true then the current valuation is close to the tangible value. As you can't ignore goodwill and intangibles when valueing a company, the current share prices are extremely low as they represent an 80% discount to the NPV.
