A Cliffs takeover doesn't solve the rail issue. Cliffs doesn't own the rail line. Even an IOC takoever doesn't completely solve the rail issue. They own the rail line but must offer other companies fair access.

Only an ArcelorMittal takeover of ADV solves the rail issue. They have a private rail line and port with plenty of extra capacity. Put the ore on a conveyor belt to the Quebec border, built a rail spur to ArcelorMittal's line and use their existing port facilities. That would be sweet.
