So NML management is partially at fault for submitting the EIS late, and underestimating how slow governments can move. The Labrador government is at fault for taking more than a year to review the EIS. If the process for a low-impact DSO project takes this long imagine how long the pipeline approval process will take.

I suppose every Labrador iron ore company is on notice that it will probably take at least 1 year to receive government approval of their environmental plans.
