I wasnt sure because I had heard before that companies could put those purchased shares in treasury for sale at a later date. I googled it and found this link

It might make sense in this situation because they can buy the shares put them in treasury and then resell when the market firms up. Why do this rather than cancel? well they are still in the construction phase and those funds may be necessary for a number of reasons. Imagine cancelling them then having to go back in 12 months and raise 30-40 million through a share offering - alot of fees associated with that. By not cancelling them they can forgoe any future fees associated with issuing new capital.
