It can be expected during the waiting period given the slowly recovering markets and the clouds still over the Euro-zone. Some investors opt for cover and cash, instead of stock. True, announcements of a series of licences are highly anticipated, but the Company will also have to file them for regulatory purposes before the press release. That adds to the wait-time. The slight climb since the most recent announcement suggests that the march to 2.6$ would not be overnight. This might be something that short-term investors need to consider.
