Kami's manganese content is less than 1%, well within international marketable standards. And the Chinese don't mind it, some Chinese steelmakers make manganese ferro-alloy products.

Cliffs's Scully Mine (Wabush) has manganese content up to 4% and they've been selling it to the Chinese for a very long time. US steelmakers don't want high manganese content but obviously the US is a declining market. Asia has use for manganese, and that's the future market for most producers in the Labrador Trough.
