Some additional tidbits of info. taken from ANNUAL INFORMATION FORM For the year ended December 31, 2010 Dated as of April 29, 2011( note: I picked which part of the sentence was imformative and may be unitentionally be out of context) 

Stans was responsible for covering the costs of security, maintenance and utilities for the plants and rail terminal of approximately USD$10,000/month. 

Previously, the entire plant operated at approximately 500 mt/annum of final rare earth product.In the late 80s, the Soviets initiated plans to expand the operating capacity to 1500 mt, but never finished the expansion.

(IMO we are capable of starting production at 1500 mt minimum)

The historical mill operated at a capacity of 1000 mt of ore per day, 16 hours a day:Stans has begun creating a new mine design to process a much higher quantity than the 300,000 mt/annum previously processed

A full industrial scale test and Feasibility Study should follow the initial evaluation work.  (On March 24, 2011, the Company announced that it has received its internal, 179-page, lab-scale report on Kutessay II metallurgical testing at the concentrate stage,)(Stans’ pilot scale study in 2011 will determine whether this proposed milling process, or the historical flotation process will be most cost effective.)

In the process of Aktyuz deposit processing from 1942 to 1966, 2,620.7 thousand tones of ore, 78,563 tones of lead, 37,252 tones of zinc, 2751 tones of tin, 3,820 tones of sum of rare earth sesquioxides and 2100 tones of molybdenum were produced.
 

During the ore processing at Aktyuz concentration plant for the entire period of Aktyuz deposit processing the following information has been learned:

1. Lead metal- 57,380 tones;

2. Tin metal – 149,4 tones;

3. Zinc metal – 1744.8 tones;

4. Molybdenum metal- 388.9 tones;

5. Silver metal – 13.417 tones;

6. Copper metal – 769.6 tones;

7. Gold metal- 5.344 tones.
at todays prices that would be approx $1/4 billion just in by-product gold alone(not subtracting any cost)
