This statement from Petrobras would imply that they have been contacted by HRT to transport NG and or Oil.  It was stated in there NR that there was not enough capacity in there system.  This is a bump, but if HRT has a lot of Oil to move, pipelines are a obstacle that can be overcome  it may also be that HRT found enough oil that they could become a threat.  Holes with no oil would be a bigger problem.
