RE: MDRGood points. Not the same legislation but a similiar effect to the proposed increases in oil royalties by the Alberta gov't. This to shall pass, but it will take time.
The news out of Salta flys in the face of this announcement. Mining has been very positive for the province and the LAST thing they would want is to discourage the job growth that mining has brought. Here are a few articles from the government giving their tone.

Bottom line is that there are reasonable people running the mining department in the Salta government that understand how the economics should work and in the end logic will prevail.
