The answer came from JS at the last conference call and has been discussed on this BB quite a bit.  The opportunity to sign is there, but the timing has not been opportune.  Of course, we as shareholders don't know when that time will be but I suggest that a large part of it had to do with the recent '759 ruling.  Wi-Lan seems to think this is a big deal.  So big, they felt it deserved a separate news release.  Putting these two things together, I conclude that this is what they were waiting for to increase their leverage to maximize the deals they could already sign.  The ruling only came down a few weeks ago so there needs to be some time to finish off the deals.  I bet we'll hear something within the next few weeks that is significant.
