That's a good point about access to financing - and I think in general that's the core reason for the huge relative difference you always see in these juniors with development-phase projects, even in good markets.  Either management has some kind of an inside track to development financing or they don't.

Without perceived access to debt financing, or even equity financing at reasonble prices - see RR market cap of $600 million; or PVG over $1 billion - deals with properties like PKL are stuck here trading fpr chump change i.e. $16 million, and there are a lot of them in this lousy market.
