Arb's have been able to make a few cents selling TBE and going long an equivalent dollar amount of EME.  I'm guessing that's maybe why TBE's short position has gone up.  Myself I've sold my TBE to buy an equivalent amount of EME.  Fully expect to be getting my TBE position back when the merger goes through next week, and will pocket the change.  Shorts will cover when their long EME are converted to TBE and they'll also pocket a bit of change.
